    BTA,
    in my country the autonomy of municipalities and the like is a constitutionally protected principle. If they are broke they can be put under mandatory oversight, but appointing emergency managers with powers anywhere near what these bills describe (especially but not exclusively the right to dismiss elected officials) would be unconstitutional in numerous ways. That is a good reason for me to look at these bills with great scepticism.

    Is there a mechanism for compensating people who made a contract in good faith and then the contract was unilaterally annulled? To me, that is vital. You cannot negotiate a contract with someone and just pull the rug out from under them for no good reason. That's fraud of some sort. IMHO contracts should be reasonable and binding.

    (bolding mine) I dispute that any contract would be anulled or changed for no good reason. And if you read the bill it says that too.

    As I pointed out, the bill excludes elected officials, it includes appointed officials only.

    Let me elaborate -- I cannot find a good reason to unilaterally invalidate a contract -- it's one thing to say that things are tough so we have to sit back down at the bargaining table or go bankrupt, it's another to say "the deal we struck isn't working for us, so we're going to chuck it and while we're at it, we're going to remove your right to negotiate on most things!" That sort of logic boggles my mind -- here in Canada when such an impasse is reached, we have neutral arbitrators who come in.

    We are talking about a fiscal emergency, meaning the government is not able to pay its bills. Read the bill to understand what is going on rather than conjecturing what you think it may contain.
