    <sigh> look in the manual... Percentile strength is two decimal digits representing a number between 1 and 100 (00 being 100).

    You can increase past 18/00 through magical means only (though I think a Half-Orc can have a 19 Strength naturally). As an example, the hammer Crom Faeyr in BG2 will set the wielder's Strength to 25.
