In the Icewind Dale II configuration, It a has a check box that says "allow gamespy internet multiplayer matching service." It says go to gamespy.com for other details, but I tried and couldn'tfind them. Anyone have any idea what this is, and if you can play online with it?

Try the above website, you should find any details you are after.
IIRC you can use the game spy network for multiplayer gaming, I did it once for BG2.
