I checked classic BG and I've only seen catacombs under candlekeep. Is there anywhere else in the game to get one?

There isn't any other returning throwing axe in the base game except that one, sadly.
Dragonspear does introduce a returning throwing dagger, but that won't be of help either obviously.

Regular throwing axes are sold at shops pretty much everywhere, so those can last you until you get to chapter 5, but managing them is usually a big hassle.
Cheating in the axe right from the get-go might be a better option, the once you do get the one in the catacombs, just get rid of the duplicate.

Yeah, I guess the original BG doesn't have any specific class that limits on ranged weapons, so the Kensai and Cavalier limitation would never necessitate anyone to look to throwing axes if they wanted a ranged option.

Yeah, kind of an oversight on beamdogs part, it would have been nice of them to at least ad a regular or +1 returning axe available during the earlier part of the game somewhere.

Why is it an oversight? Returning weapons are exceedingly rare. Handing them out willy-nilly just so no one happens to be even slightly inconvenienced is a stupid design choice. If you chose a class with a drawback, the drawback is supposed to be inconvenient. Otherwise it's not a drawback.

So BG2 is full of stupid design choices?

Of course it is. BG2's system is broken beyond all reason and it only got worse with ToB and EEs. But it's supposed to be a high-magic, high-powered campaign. BG1 is not.

That's why I hate the fact that they've backported all the broken character options. And then you get people complaining that they're not able to cheese it enough for the whole game.

I do enjoy a good game of cheese. It's too bad the EEs removed much of the better cheese.

Also, as a dutchman, it goes without saying that I like real cheese as well.

Also also, BG1 had some original cheese all of its own as well.

Yeah, i really didn't mind most of the cheese, as most of the cheesy methods you had to go looking for to even make use of them.
Other things like ranger/clerics getting full druid spell progression getting fixed i can get behind, since it basically gives the class abilities it shouldn't have in the first place (though i do miss my iron skins)

That said, you can roll back some of these fixes, including the ranger/clerics spell progression by making a simple edit to an .ini file.

There is "Beruel’s Retort +1", a Throwing Axe sold by the Smith in Beregost in BG EE

I don't believe Beruel's Retort is a returning axe, making it (them) a rather expensive & short-lived option.

I resorted to using all of the Beruel's Retorts and about 120 regular throwing axes! Drizzit is now dead and I'm all filled up with cheese for the day ;) Thanks for all the comments :)

I actually don't have any use for the chain, so I decided to put it on the bard in Beregost. After I sold it and stole it back of course ;) He helps me out quite often as I give him the things to identify that Immy or Dynaheir can't :)
