I never used Freedom's reign, but did use reign of virtue.

There are 3 new stores, IIRC. One is in Saradush, within the inn. There is a man in the centre of the place, who sells stuff.

One is at the very entrance to Amkethran.

The last is on top of the house, where Lazarus is in Amkethran.

For Freedom's Reign, there's a store in the Government district. Something Dartman. He sells darts.

The other one, I think, is in the Copper Coronet. Not sure about that though.

There is also a new Dwarf Merchant in the Adventure's Mart. He sells mithril equipment (mostly +3 enchanted stuff).

Hm, do you know of any mod that lets you buy the scarlet ninja-to without having the pre-ordered version?
