Is taking this as a feat worth it? As a dual-wielding ranger, should I get this or just stick with a normal weapon in each hand?

It depends on what weapons you want to use, if you want to dual wield Katanas which is an exotic weapon then you will need to get the exotic weapons feat. But if you just want your average lond sword, then you don't bother.

Well I was thinking more about the double weapons. My friend's guide says that they count as a light weapon for the second hand but I'm not exactly sure what they mean by that.

"It hurts to have to use one of your rare feats on a Weapon Proficiency, but Weapon Proficiency: Exotic allows you to use all those cool double-weapons that are lying around in Neverwinter Nights. Since these count as light weapons for the second hand, Double Axes and Double Swords are the most damage you can do without suffering an attack penalty."

Basically, the double weapons are treated as two weapons when you wield them, so you are two-weapon fighting with all the penalties that implies.

The bonus is that the off-hand weapon is treated as light, so you have less of a penalty when two-weapon fighting even though each end does the same damage.

Since exotic weapon proficiency in NWN covers all the exotic weapons, its a reasonably good feat to get. If you want to use a bastard sword, katana, shuriken, double weapon, or whatever, its useful. Whether that is more useful than some other feat depends entirely on what you want to do.

Personally, I prefer to dual wield two completely different weapons. I get two different sets of magical bonuses, two different damage types, and don't end up completely unarmed if I choke a roll against disarm. The double weapons basically just give you 1d8 base damage with your off hand attack instead of the 1d6 typical of most 'light' weapons. Nice, but not earthshattering by any means.
