Go to your NWN folder, and open the 'nwn.ini' file. Under [Game Options] (i think) add it like this:
    Then press the console buttons.
    :)

Note, the 'Tilde' is considered in this game to be the button left of the backspace button, no matter which sign is actually on it. You are not saying which type keyboard you have, but if you have a scandinavian keyboard, like Jesper suggested, where the 'Tilde' key is \, then you do as follows:

Press Shift and \ simultaneously, then ONLY \.
That should bring a yellow prompt in the top left corner, looking like this: > \
All you have to do then, is delete the \, and then type your command. Pressing TAB repeatedly will give a list of all commands.

If you forget to give the 'Tilde' key an extra press after the combination, the yellow prompt will not appear.

It might work with the # sign, but you should use before the command ## DebugMode= 1; and afterwards ## DebugMode = 0. Don't abuse it I once gave my sorcerce a Con of 28, it took the fun of the game...
