Let's say hypothetically I have a choice between Gauntlets of Accuracy and Gauntlets of Swift Action?

One could argue that accuracy means hitting more often and more criticals. While more attack speed means attacking more often.

The dilemma also exists if the character can cast spells as well. More likely to hit the target with the spell, or being able to cast the spell faster.

Which is preferable in your experience?

Tough question in my opinion. You want accuracy but there are times when speed might be important. It also IMO depends on the weapon used. Ranged weapons such as hunting or war bows might be good for speed but crossbows for accuracy. Pistols might be good for speed but the Blunderbuss for accuracy. A tank might be best for accuracy but a monk for speed. If your weapon has the potential to do a lot of damage maybe speed. Assassins are a problem because you want both accuracy and speed but if the sneak stat is high maybe accuracy.

I think no matter what you choose there will be times you wish you had chosen differently.

There is no best choice. It depends on your character build.
