The people at TeamBG know their stuff. They made Dark Side of the Sword Coast for BG and that was a great 3rd party expansion. If someone could convince them to do such an expansion for PT, I know many people would be overjoyed (including myself). I have beaten the game 8 times (ok, im a fanatic) and i just love it. If they were to make an expansion, it could be downloadable off their website, as DSOTSC is. It wouldn't even have to be large; they could just add a few NPC's here and there; a couple new quests.
My only doubts are if the people at TeamBG can work with the PT graphical engine, which is different from the BG engine. Other than that, it could be the answer to the dream many of us have been waiting for.

Rift, please check the topic with the "Will there be prequel or sequel to Planescape?" title. There's a discussion about an expansion made by TeamBG. Actually they plan to make an expansion. You can find the link in that topic.
