Is the game giving me a signal to stop playing? Undo repairs on one structure, fine. But there is no second structure the repair of which I must undo to get into the lower ward. I can't get into passable areas to the north, and the only ?-arrow leads to a dark no-entry hole in the ground and a building the dabus was repairing which the game makes me leave. What did I do wrong?

IIRC, you undo repairs in one area and repair something in another. Again, from memory, you need a prybar and a hammer. You've found the area you need the prybar and further left along the wall is the area you need the hammer for. It might be a little tricky to find but it is there. I remember I didn't have a hammer so I had to go back and fight the howling what ever they're called to make it to the market to buy one. The details may not be exactly right but that's the jist of it and if you check your quest section of the journal it will give you exactly what you need.

And adding on to what Laches had mentioned, if you are missing the prybar, you can go back to the Thugs tenement and find it. It should be somewhere there I think.
