Talking to "busy characters"

    Most of the time, I just have to wait about 5-10 seconds and then try again.
    Either the character will head for the nearest exit and disappear, or they will be available to talk again.
    On very rare occasions the game glitches and they get stuck on "busy" status, and the only solution I've found is to reload to my last saved game.
    Hopefully they weren't "busy" from your last encounter with them and you just went through a major quest.

    You need to install the ToB patch listed on SP, this is a common issue in the unpatched version.

    There is that, I assumed by this point that everyone would be using the latest patch. Then I realized that people are probably used to autocratic patching.

    Unless something's been put out in the last 10 years, I'm fully patched. I've also got an older fixpack installed as well.
    I still on rare occasions experience this if I save the game (usually with quicksave) too quickly after interacting with an NPC and quit, then load the game back to that point. It sometimes breaks the script.
    More rarely it happens if I alt-tab out of the game.
    I repeat it's rare, but it occasionally happens.

    Maybe I wasn't clear, you reload to a point before the NPC becomes busy. If you save when they are busy it's too late, the damage is done.

    reloaded several times if there are multiple people some you can talk to some you get busy no matter how many times I reload this is what happens

    If they are busy after a reload and you never got to talk to them from the point you reloaded, then your save is already screwed up. You have to revert to an earlier save when they are NOT busy and you can talk to them.
    I'm assuming that this is NOT the first time you have seen these NPCs.
