    Yeah, I guess I left that detail out. You have to declare war on all factions you encounter, as soon as you encounter them.

    Ah ok, that's different. That would certainly hurt in the beginning a lot due to less trade and more fights when you're still starting up your economy. As soon as you meet them, is that including scouting with spies?

    Yes. The game doesn't care how you encounter a faction.

    Could be problematic, you'd need a diplomat with every scouting spy then.

    I haven't played any of the total war games after Medieval 2, but I think that they removed the diplomat in Empire. Diplomacy is now done immediately without needing to dispatch agents, I think.

    We're talking about Rome 2, not Medieval 2, which is the last Total War game to include diplomats. I think you're about a decade behind on your Total War knowledge! :p


    Agents in Rome 2 are nothing like they were in M2. And Diplomacy is handled through an interface that can be opened at any time in the campaign map, with all known factions available to interact with.
