    I say this somewhat seriously (but also somewhat tongue-in-cheek):

    Ignorance of the law is no excuse. They should have known what was required locally for them to perform, and complied accordingly, or chosen not to perform at all. Even if the law sucks.

    It almost looks like a legal mafia protection racket.

    Seems silly. So they're giving the money to the Russian Authors' Society, who takes a fee then gives the remainder back? Not to mention the lawyers who no doubt take their chip from both sides.
